Partnerships and Incentive Approvals Drive Bollinger Motors' Electrification Goals

Bollinger Motors, a subsidiary of Mullen Automotive, has recently announced new state incentive approvals, dealer partnerships, and post-production sales milestones. Automotive Fleet has a roundup of these changes, including:

Bollinger All-Electric B4 Now Eligible for New York and California Incentives

Recently, Bollinger announced new eligibility for state incentives in New York and California.

The New York Truck Voucher Incentive Program (NYTVIP) incentivizes commercial electric vehicles from the New York State Energy and Research Development Authority (NYSERDA).

On the West Coast, the California Air Resources Board (CARB) has approved Bollinger's 2025 Bollinger B4 for the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP). 

New York and California are the fourth and fifth states with incentives (primarily in the Northeast) for which Bollinger has qualified. All states include:

  • California: A voucher for up to $60,000 from the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP)

  • Massachusetts: A voucher up to $30,000 from Massachusetts Offers Rebates for Electric Vehicles (MOR-EV)

  • New Jersey: A voucher up to $90,000 from the New Jersey Zero Emission Incentive Program (NJ ZIP) through the New Jersey Education Development Authority (NJEDA)

  • New York: Up to $100,000 from NYTVIP through NYSERDA 

  • Pennsylvania: Up to a $20,000 grant from Alternative Fuels Incentive Grant Program (AFIG) by the Pennsylvania Department of Environmental Protection.

The Bollinger B4 Chassis Cab is an all-new, all-electric Class 4 commercial truck designed from the ground up with extensive fleet and upfitter input.

The vehicle has a range of 185 miles and a payload of 7,394 lbs. Bollinger’s Quad-Bend chassis design protects the 158-kWh battery pack and components, offering capability and safety in the commercial market.

Incentives Power Bollinger B4’s EV Momentum

“We applaud the states in the Northeast who are working hard to create more sustainable transportation options,” Jim Connelly, chief revenue officer for Bollinger Motors, said. “The commercial fleet market is primed for electrification, and the incentives available in the Northeast will accelerate the adoption of this important technology.”

In addition to state incentives, the Bollinger B4 Chassis Cab has qualified for federal clean vehicle tax credits under the Inflation Reduction Act (IRA) of $40,000 per vehicle. The state incentives, coupled with the IRA, can offer Bollinger's northeast customers between $70,000 and $140,000 in incentives.

The HVIP program plays a crucial role in deploying zero-emission technologies. It accelerates commercialization by providing point-of-sale vouchers to make vehicles more affordable while driving commercial technology transformation. To date, the program has funded more than 12,000 clean vehicle purchases.

Under HVIP, the 2025 Bollinger B4 EV truck, with a suggested MSRP of $158,758, now qualifies for up to a $60,000 cash voucher. When combined with the available $40,000 federal tax credit, the net effective cost of the B4 could be less than $59,000. 

HVIP certification is another important milestone in our journey to grow our commercial truck electric vehicle market share,” Connelly said. “California has taken a leadership role in creating a market for commercial electric vehicles and will be a critical market for the B4. California and Bollinger share a vision for more sustainable transportation options.”

“The financial incentives combined with the versatility of the class-4 B4 to perform a variety of duty cycles creates incredible value for our customers,” Connelly said. “The B4 is a world-class, highly engineered vehicle that is capable and durable. It is well suited for urban driving. It will be an important part of many commercial fleets moving forward.”

Strategic Partnerships Power Bollinger’s EV Expansion

During 2024, Bollinger announced agreements with some of the industry’s top commercial vehicle dealers, including Anderson Motors, TEC Equipment, Nacarato Truck Centers, Bergey’s Truck Centers, Broadway Ford Truck Center, and Affinity Truck Center.

The company will continue adding to this dealer roster in key markets in 2025.

Bollinger Adds Bergey’s Truck Centers to its Sales and Service Network

Bollinger also recently named Bergey’s Truck Centers as an official Bollinger dealer. Bergey’s Truck Centers expands Bollinger's commercial sales and service network into Delaware, Maryland, New Jersey, and Pennsylvania, growing Bollinger’s national dealer network to over 50 locations. Bollinger has also delivered and received payment on Bergey’s initial order of all-electric B4 Trucks

Bollinger Partners With Broadway Ford Truck Center to Provide Sales and Service

Bollinger recently named St. Louis, Missouri-based Broadway Ford Truck Center as an official Bollinger dealer, strengthening its Midwest presence.

Bollinger began delivering Bollinger B4 vehicles to customers in October 2024.

Bollinger Partners with National Auto Fleet Group To Reach Public Fleets

Bollinger recently shared a partnership with National Auto Fleet Group (NAFG) to sell its B4 commercial trucks to government agencies through NAFG’s Sourcewell-awarded contract #032824-NAF. NAFG is a vehicle vendor catering to government agencies and municipalities nationwide.

The Bollinger B4 is an excellent fit for commercial and government/municipal fleets looking for a truck capable of performing various job functions.

Bollinger B4 All-Electric Truck Generates Over $4 Million in Post-Production Launch Sales

At the end of 2024, Bollinger announced it had delivered its first 25 B4 trucks, with a retail sales value of approximately $4.1 million, during the nearly three months since the company’s September start of production.

Bollinger began serial production of the B4 on Sept. 16, 2024, via its manufacturing partnership with Roush Industries at their facility in Livonia, Michigan.

“It is gratifying to see the Bollinger B4 rolling off the line, onto dealer lots, and into customer fleets,” Connelly said. “This vehicle has been designed and engineered to provide fleet owners with an economical, sustainable transportation option capable of providing a wide variety of vehicle use cases. Initial customer reaction has been positive, and we have built strong momentum as we head into 2025, with a growing number of significant orders in process.”

Connelly credited the strong sales start to the vehicle’s design, functionality, and strong nationwide dealer network for helping the company get out of the gate.
